Docking and Engineering Specification Writer (Transportation)

Position Summary

Thales Canada is looking for Docking & Engineering Specification Writers to support its Non-Combatant In-Service Support Programs for the Royal Canadian Navy. 
 

The Thales Docking & Engineering Specification Writers will work with the Thales LCMM & Engineering and Service Delivery Teams to provide project management and technical support to various Royal Canadian Navy's Non-Combatant Platforms. This includes but not limited to the planning and execution of ship structural surveys and associated defect resolution, preparation of survey reports, development of repair specifications, docking work packages, and other technical support activities as required.

Describe Specific need:     
 

•    Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR
•    Requires a positive Controlled Goods assessment as you will have direct  access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program
•    Required to obtain and maintain a Security Clearance at the NATO Secret Level

Key Areas of Responsibility
 

The Docking & Engineering Specification Writer will report to the Manager – Certification Management within TCDS and support with the development of docking work packages, based on industry/RCN accepted practices and available technical documentation. This may include but not limited to: 

•    Preparation and review of docking specifications and docking facility work packages, technical proposals and scopes of work; 
•    Support the Thales Certification Management Team with the overall organization and coordination of structural surveys;  
•    Plan and execute periodic surveys, pre-docking surveys, and other surveys as required in conjunction with DND and Classification Society requirements; 
•    Investigate reported damage or suspect areas and provide preliminary survey reports to inform further repairs;
•    Preparing structural survey reports, documenting defects/findings, and communicating to project stakeholders;
•    Drafting specifications for structural coating repairs, including surface preparation and preservation requirements;  
•    Support the preparation and organization of docking specifications and docking work packages; and
•    Applying lessons learned from previous surveys and dockings to support configuration baseline changes, process updates, and other continuous improvement activities. 

Additional tasks to support the Thales organization may include but is not limited to:

•    Reviewing Engineering, Certification Management and other Processes and identify areas of improvement; 
•    Prepare documented work scopes suitable for solicitation of quotations from external resources such as OEM's, manufacturers, suppliers, repair and testing facilities, or specialist service providers; 
•    Preparing and reviewing technical documentation and supporting baseline documentation updates; and
•    Providing technical input into problems associated with equipment or system malfunction, including failure analysis and solution development.

Basic Qualifications

The candidate must meet each of the following criteria:

•    Minimum education requirements: 

a.    3-year technical program diploma (for Technologists) or 2 year technical program diploma (for Technicians) in a marine technical field offered by a recognized technical institute; or
b.    Certified a technologist or technician by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified body; or

c.    Certified as one of the following technical trades of the Canadian Armed Forces:
i.    Marine Technician RQ-PO1 or RQ-PO2
ii.    QL 6A or 6B Marine Electrician
iii.    QL 6A or 6B Naval Electronics Technician
iv.    QL6A or QL7 Marine Engineer
v.    QL 6A or 6B Hull Technician

•    Possess a minimum 8 years of demonstrated professional work experience in the marine/offshore sector within the last 15 years; 
•    Previous experience as a Marine Surveyor with a Classification Society or within the Royal Canadian Navy;
•    Minimum of five years experience in surveying or maintenance of vessels to commercial or military standards; 
•    Demonstrated experience with the planning, management and execution of ship dockings and dry dock refits;
•    Excellent verbal and written communication skills.

Other experience that would be a preference include,

•    5+ years experience in project management of ship repair, and engineering change projects; 
•    AMPP Level 1 certification or similar;
•    Welding inspector certification;
•    Previous working experience with Royal Canadian Navy or Canadian Coast Guard;
•    Experience in delivering marine in-service support of operational assets;
•    Language: English (essential) with French desirable as a first or second language.

Physical Demands

•    Combination of office work and working at dockyards and on board Naval ships
•    Required to undertake inspections in machinery and confined spaces of Naval ships involving bending and twisting

Special Position Requirements
 
•    Schedule: 40 hours per week
•    Physical Environment: Hybrid position – a mix of working from home and onsite (in office or on board DND ships at waterfront)
•    Travel: Occasional domestic or international travel may be required in support of the ships

The reference Total Target Compensation(TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between

Total Target Cash (TTC): 76,208.54 - 101,611.38 - 128,924.64 CAD Annual
